The municipality of Pamplona is located in the province of Northwestern Cagayan Valley – Region II. It has a total land area of 173.3 square kilometers and is approximately 139 kilometers of road distance from Tuguegarao City. This municipality handles a total of eighteen (18) barangays with a total population of 23, 596 as of 2015. Among the eighteen (18) barangays, sixteen (16) are classified as rural barangays, namely, Abanqueruan, Allsitan, Bagu, Balingit, Bidduang, Cabaggan, Capalalian, Casitan, Curva, Gattu, Nagattatan, San Juan, Santa Cruz, Tabba, and Tupanna. The remaining barangays are classified as urban areas, namely, Centro and Masi.

It is a known coastal area since it is located in Cagayan and bounded by the province of Apayao and the North Babuyan Channel. Given the geographical location of the Municipality of Pamplona, it is highly susceptible to landslides, erosions, and flooding during severe storms. These kinds of natural disasters are common only in the Municipality of Pamplona but in the rest of the Philippines. It can cause danger to the safety and bring temporary to permanent damages. Therefore, planning and developing are important to foresee possible problems the municipality might experience.

Project Profile

The municipality of Pamplona is one of the local government units that worked with EIGEL Management Consulting. The planning and development of projects by the municipality of Pamplona were accomplished successfully with the help of all the assigned consultants from technical writing, contract, operation, GIS Mapping, quality assurance, and administrative support. One of the projects accomplished by the joint services of the Municipality of Pamplona and EIGEL Management Consulting is the Comprehensive Land Use Plan for 2021 – 2030. This collaboration ensures that the planning and development of the municipality will benefit its residents and stakeholder.

Project Objectives

The project aims to provide an in-depth Comprehensive Land Use Plan for the municipality of Pamplona, to ensure the holistic development of the municipality in terms of its social, economic, environmental, infrastructure, and institutional sectors. Furthermore, the project also ensures that the imminent development of the municipality would primarily benefit its residents and stakeholders, while protecting the municipality’s natural resources and environment. The project also aims to promote a municipality that is well-prepared to welcome private investors for the sake of its economic advancement. More specifically, the project aims to address the following issues and opportunities:

  • Ensure the continuous growth of Pamplona’s thriving agri-ecotourism industry
    • The development of the municipality’s first-ever Land Use Plan would help promote biodiversity conservation and contribute to socially and environmentally-responsible tourism in Pamplona. Moreover, the flourishing agri-ecotourism industry could help augment the municipality’s financial resources.
  • Develop programs to enhance adaptability of farmers and businessmen
    • The Land Use plan also aims to strengthen the adaptive capabilities of farmers in the municipality, as a large portion of the agricultural area is vulnerable to droughts and flooding. This would also sustain agricultural productivity in the municipality which guarantees food security and economic growth.
  • Settlement Development
    • Another goal of the project is to provide affordable and decent housing to the present and future generation of locals, and to ensure that basic services and employment opportunities are available for them.
  • Infrastructure Development
    • The project will also help establish responsive and safe infrastructures for communications, water resources, and social uses (recreation centers, parks, etc.). This will help address some of Pamplona’s issues in the infrastructure sector including poorly maintained farm-to-market roads, inadequate road network linkages, limited water facilities, and solid waste management facilities.
