Pasil is a municipality in the landlocked province of Kalinga.

The municipality has a land area of 189.00 square kilometers or 72.97 square miles which constitutes 5.76% of Kalinga’s total area. Its population as determined by the 2020 Census was 10,577.

This represented 4.61% of the total population of Kalinga province, or 0.59% of the overall population of the Cordillera Administrative Region. Based on these figures, the population density is computed at 56 inhabitants per square kilometer or 145 inhabitants per square mile.

Project Profile

EIGEL worked with the local government unit of Pasil, Kalinga with a project that involves data gathering through Key Informant Interviews, Focus Group Discussions and Defined Workshops, and Writing of the plans. The success of the project progress is the strong collaboration between LGU Pasil Team and EIGEL Consultants.

Project Objectives

The formulated project aims to promote sustainable development in areas like social, economic, infrastructure, local governance and environment significantly contribute to risk reduction efforts and help make communities more resilient to natural hazards and at the same time ensure that development efforts shall not be compromised by these hazards.

  • Formulation & Harmonization of Comprehensive Land Use Plan
    • Executive Order No. 72 mandates that providing for the preparation and implementation of the Comprehensive Land Use Plans (CLUPs) of Local Government Units pursuant to the Local Government Code of 1991 and other pertinent laws.
  • Comprehensive Development Plan
    • Section 106 of the Local Government Code of 1991 mandates each local government unit to prepare a Comprehensive Multi- Sectoral Development Plan to be initiated by its local development council and approved by its Sanggunian
  • Local Climate Change Action Plan
    • Pursuant to the Local Government Code of 1991, local governments are mandated to exercise their police powers and share with the national government the responsibility to manage and maintain ecological balance in their respective territorial jurisdiction (RA 1760, Section 2a, 15, 3i)
  • Context of the Organization Seminar and Workshop
    • To provide COTO Seminar and Workshop in order to evaluate the organization and its internal and external factors which plays an important role in ensuring the effectiveness of the QMS.
